For Founders of Innovative, Scalable Ventures
The Portugal Startup Visa is a residence route for non-EU founders who want to develop an innovative business project in Portugal with the backing of a certified incubator. It is administered by IAPMEI, the national agency for competitiveness and innovation.
It differs from the D2 entrepreneur visa because your project must be approved by an incubator and IAPMEI, which gives you structured support but also closer scrutiny of your plan.
Why Launch Your Startup in Portugal?
A supportive ecosystem, a low cost of living and a clear path to long-term residence.
Incubator Support
You work with a certified incubator that provides mentoring, networking and resources while you build your business.
Team Applications
Up to five founders can apply together for the same start-up project, which suits co-founder teams.
No Large Investment
There is no fixed capital threshold. Your savings only need to show that you can support yourself.
Family Reunification
Your spouse and children can usually apply to join you, and family members can generally work in Portugal.
Permanent Residence After 5 Years
After five years of legal residence, you may apply for permanent residence, subject to the standard conditions.
Lifestyle and Value
Enjoy mild weather, safe cities and a lower cost of living than much of Western Europe.
Do You Qualify? Key Requirements
These are the core conditions of the Startup Visa program.
Certified Incubator Approval
You must obtain approval from a certified Portuguese incubator, which signs an agreement with you to support the project.
An Innovative Project
A technology-led or otherwise innovative business with real growth potential.
Growth Potential
Your project should show potential to reach a turnover of around €325,000 per year within five years, or to create qualified jobs.

A Business Plan and Motivation Letter
A detailed plan and a letter explaining your idea and why you want to launch in Portugal.

Duration, Renewal and Long-Term Residence
The permit has a clear structure, and the incubator relationship matters throughout.
- An initial residence permit of two years from the immigration agency, AIMA
- A renewal of three further years while your venture stays active and meets the program’s expectations
- Permanent residence may be possible after five years of legal residence
- Citizenship follows the nationality law in force, which is now longer than before
- Long absences can affect renewal, so your presence in Portugal matters

Frequently Asked Questions
Straight answers to the questions we hear most about the Portugal startup visa.
Does my business have to be profitable immediately?
No. The Startup Visa focuses on potential rather than immediate profit. IAPMEI evaluates your project’s capacity to grow, for example by reaching a turnover of around €325,000 per year within five years or by creating qualified jobs.
Can I change my incubator after arriving in Portugal?
Changing incubators can be possible, but it usually needs approval and may affect your residence conditions. We advise you on how to handle a change safely before you make it.
What is the physical presence requirement for founders?
The permit is for people who genuinely live and work in Portugal. Long absences, for example more than six consecutive months, can put your renewal at risk, so plan your time carefully.
How is this different from the D2 entrepreneur visa?
The Startup Visa requires approval from a certified incubator and IAPMEI and is meant for innovative, scalable ventures. The D2 is a broader route for entrepreneurs and independent professionals with no incubator requirement.
Can my family join me?
Yes. Your spouse and children can usually apply to join you through family reunification. We prepare the family file together with your application.
How long does the process take?
IAPMEI reviews applications within a set period, and the visa and AIMA stages add more time. In total, it commonly takes several months, and we give you a realistic estimate.
Do you guarantee approval?
No one can. The final decision rests with the Portuguese authorities. What we do is make sure your application is complete, accurate and well prepared, which gives you the strongest possible chance.
