For Founders of Scalable, Innovative Startups
Estonia’s startup visa is a fast route for non-EU founders who want to build an innovative, scalable company in a digital-first country. A specialised Startup Committee reviews your business before your residence application, which makes the later steps smoother.
It is a strong fit for technology and product-led businesses that want to run in the EU single market with very little paperwork.
Why Launch Your Startup in Estonia?
A digital economy with a clear route for founders.
Access to the EU Single Market
Operate from Estonia and trade across the EU, with Schengen travel for short stays.
Reinvest Without Tax
Estonia taxes company profits when they are distributed, not when they are reinvested, which helps early-stage growth.
Digital Bureaucracy
Company registration, tax and many public services run online, so you spend less time on paperwork.
A Fast Process
The committee review usually takes about ten working days, and the visa or permit stage is fast by European standards.
Family Inclusion
Your spouse and children can usually apply for residence permits to join you.
A Multi-Year Permit
A residence permit for up to five years can follow, giving you stability to build your company.
Do You Qualify? Key Requirements
These are the core conditions for the Estonian startup route.
Startup Committee Approval
A positive assessment from the Estonian Startup Committee, which judges whether your business is innovative and scalable.

- State fees are modest, and we confirm the current amounts for you

Frequently Asked Questions
Straight answers to the questions we hear most about the Estonia startup visa.
What is the current Estonia startup visa processing time?
The Startup Committee review takes about ten working days. Once your project is validated, the final visa or residence permit processing typically takes one to two months, which makes it one of the faster routes in Europe.
Can I bring my family members with this visa?
Yes. Your spouse and children can usually apply for residence permits to join you. We prepare the family file together with your application.
Are there citizenship opportunities after the visa?
Years of legal residence can later support long-term residence. Estonian citizenship has its own long residence and language requirements, so it is a separate, longer process.
Is there a minimum investment?
The startup route does not use the standard €65,000 shareholder investment threshold. The committee assesses innovation and scalability, together with other conditions such as registration and income.
How is the startup route different from the entrepreneur route?
The startup route is for innovative, scalable businesses assessed by a committee. The standard entrepreneur route is for company owners who invest at least a set amount in an Estonian company, and it suits more traditional businesses.
Do I need to live in Estonia?
You are expected to live in Estonia while you hold a residence permit and develop your business there. If you use the shorter visa route, the conditions on stay differ, which we explain for your plan.
Do you guarantee approval?
No one can. The final decision rests with the Estonian authorities. What we do is make sure your application is complete, accurate and well prepared, which gives you the strongest possible chance.
